洛陽（二）沿革史
　　我國海軍的第二艘洛陽軍艦，原為美海軍Allen M. Sumner級驅逐艦，編號DD-746，由美國伯利恆鋼鐵公司建造，一九四四年五月二十日完工成軍，曾參加第二次世界大戰、韓戰與越戰。民國六十三年美國將該艦售予我國，由當時總司令宋長志上將核定取代原Mayo 級之洛陽艦，並改編號為DD-914，同年五月二十六日正式服勤。
　　民國六十八年，該艦完成「武進一號」系統改裝，並進行復陽工程，為我海軍第一艘完成復陽及改裝武進系統之飛彈驅逐艦，由於火力猛、速度快、戰力強，並多次精確擊中靶船及飛靶，而贏得「洛陽神艦」的美譽。
　　該艦在海軍服勤期間，擔任海峽偵巡、外島運補護航、巡弋警戒及各項演訓等任務，為海軍建軍備戰與確保海權，寫下不可磨滅的功勳與輝煌之史蹟，尤其在該艦歷任艦長中，共有四位曾先後擔任我國海軍總司令的職務，成為洛陽艦艦史上最光榮的一頁。該艦於民國八十九年二月十六日功成除役，走入歷史。

　　DDG-914, Lo-Yang is the second destroyer of the Fleet to bear the name Lo-Yang. The second DDG-914 was the ex-USS Taussig, the Sumner-class destroyer, DD-746, laid down by Bethlehem Steel, Staten Island, NY. on August 30, 1943, launched on January 25, 1944 and commissioned on May 20, 1944. DD-746 had participated in World War II, Korean War and Vietnam War with splendid merits and great achievements. Stricken on February 1, 1974, and transferred to ROC Navy on May 6, 1974, approved by Admiral Sung Chang-Chih, the former Commander-In-Chief of ROC Navy to replace the aging DD-14, Lo-Yang (ex-USS Benson, the Mayo-class destroyer, DD-421) and re-commissioned on May 26, 1974 with the hull number DD-914.
In 1979, DDG-914 went through the Wu-Chin I combat system modernization and upgrade program to become the first missile destroyer with upgrade combat
system. With the powerful and precise firing capabilities and fast speeds, DDG-914 strikes several targets ships and aircrafts during various exercises, and she earned the name of “ Holy Lo-Yang”.
The mission was patrolling the Taiwan Strait and surrounding waters to convoy offshoreislands-support-and-supply, midshipman training cruise, task flotilla and various missions. She played an important role on the Navy force builtup and fleet combat readiness, secure the safety of Taiwan Strait and Maritime communications.
Especially, for those previous Commanding Officers of DDG-914, four of them have been the Commander-In-Chief of the Navy, and that makes DDG-914 one of the most glorious history in the Navy. With the service in the Navy for 26 years, finally , the DDG -914 Lo-Yang was decommissioned on February 16, 1990.

　　當我接到「洛陽軍艦艦長」的派令時，真是喜憂參半。喜的是，能在具有光榮傳統及「神艦」美譽的軍艦服役；憂的是，五十多年的船齡，老舊的裝備，加

上士兵役期縮短與替補不易，要保持優良的傳統，實感責任與壓力甚大。
所幸在優良艦風與全體官兵的努力下，本艦以優異的成績代表接受總部高保校閱。在八十七年七月十六日的雄風飛彈戰備抽測成功命中靶船；八十八年六月精實訓練期間，七六砲也擊落飛靶乙具，樣樣表現可圈可點，顯現「寶刀未老」的雄風。
　　籌辦除役典禮期間，一一拜訪了歷任艦長，當暢談在洛陽艦上服務的趣事與優異事蹟時，個個眉飛色舞，猶似重溫海軍近四十年的歷史，讓我收獲良多。除役典禮當日，最令人感動的是，竟有七十位「老洛陽」的榮民前輩們共襄盛舉，大家除了回憶談過去甘苦共嚐的海上生活，並合影留念，對洛陽艦的不捨之情溢於言表。

　　The time while I received the order to be the Commanding Officer of DDG-914, happiness and worries both take the whole of my heart. The happy half is that I am going to serve at the “Holy Lo-Yang” with honorable traditions, however, the other half is that DDG-914 is 50 years old and there will be lots of pressure and difficulties to keep the great traditions with old equipments and shorten military duty for the crew.
Fortunately, with the traditions and efforts made by all the crew, DDG-914 received the inspection of Navy General Headquarters with great results, strikes the target ship with Hsiung-Feng Surface-to-surface missile on July 16, 1998, 76-mm gun also strikes a flying target during the Advanced Training in June 1999. You just cannot say DDG-914 is old with such great achievements.
　　During the period of preparing for the decommissioning ceremony, I visited previous Commanding Officers of DDG-914. While we were talking about the time serving at DDG-914, every commanding officer was so happy and excited seems that we are talking about something happened yesterday, and the most beneficial thing for me is that I get to

refresh the 40 years history of Navy.　The most touching thing is that there are 70 veterans served at DDG-914 before present for the decommissioning ceremony, and we enjoyed talking about the time we shared and take a photograph all together to witness the history of DDG-914, Lo-ang.
Captain Liang Chi-Shin served as the Commanding Officer of DDG-914 from July 4, 1998 to February 16, 2000.
